His Majesty The King of the Confederation of Falleen Noble Clans,

The Honorable Leaders of the Rogue Squadron,

The Consuls of the Triumvirate Coalition,

The Council of The Jedi Order,

The Grand Seneschal and High Council of the Krath Dynasty,

The Emperor and Lord Protector of the Infinite Empire,

and

The Honorable Chief of State and The Honorable Senate of the Republic,


Confirming their attachment to the principles of Liberty, Justice and respect for personal rights and the rule of law,

Desiring to deepen the solidarity between their peoples,

Anxious to help one another by expanding their economic and military might,

Aware of the responsibility to speak ever increasingly with one voice and to act more effectively to protect their common interests and independence,

Considering that galactic peace can only be regained by creative efforts in opposition to the forces of evil and lawlessness,


WE HAVE DECIDED to adopt this Treaty:

THE GALACTIC ALLIANCE

FIRST PART.

Chapter One: Declarations, rights and guarantees.

Art. 1 - A Member Faction and its Affiliated Factions have the right to regulate all activity on and within the planets and systems they govern, as determined by the Galaxy Map.

Art. 2 - A Member Faction has the right to regulate all activity within a sector it governs, as determined by the Galaxy Map, so long as it does not adversely affect another Member Faction or Affiliated Faction.

Art. 3 - A Member Faction and its Affiliated Factions have the right to conduct business and enter into agreements with any person, faction, or entity, so long as such commerce does not endanger the ALLIANCE or its members.

Art. 4 - Slavery will not be allowed in the ALLIANCE.


SECOND PART – AUTHORITIES.

First Section: GENERAL ASSEMBLY.

Art 5 - The GENERAL ASSEMBLY is composed by one representative for each Member Faction of the Alliance and shall be called to order each time this treaty must be amended or whenever laws must be voted on that affect all the Member Factions of the ALLIANCE. Those factions that are part of the ALLIANCE by affiliation to a Member Faction do not get a vote. A faction cannot be affiliated to a Member Faction and be a Member Faction of the ALLIANCE at the same time.

Art 6 - The GENERAL ASSEMBLY will elect the SECRETARY GENERAL by a simple majority for six (6) months terms.


Second Section: LEADERSHIP COUNCIL.

Art 7 - Any Member Faction of the GALACTIC ALLIANCE will be entitled to one voting representative on the COUNCIL, provided that they have earned a place in each existing EXECUTIVE COMMITTEE. Any Member Faction of the GALACTIC ALLIANCE can apply to the LEADERSHIP COUNCIL and the request will be decided by a vote in the LEADERSHIP COUNCIL. A supermajority of at least two thirds is needed for the request to pass. If at any point a Member Faction of the LEADERSHIP COUNCIL fails to meet the requirements of an EXECUTIVE COMMITTEE they will be granted a probation period of three months to solve their problems. If they fail to meet the requirements after the probation period, they will lose their place in the LEADERSHIP COUNCIL and the respective EXECUTIVE COMMITTEE(s).

Art 8 - The LEADERSHIP COUNCIL shall have the power to create and remove EXECUTIVE COMMITTEES and it will appoint a leader for each.

Art 9 - The LEADERSHIP COUNCIL shall have the power to remove leaders of EXECUTIVE COMMITTEES, the SECRETARY GENERAL or Member Factions from the LEADERSHIP COUNCIL through a Vote of No Confidence.

Art 10 - The LEADERSHIP COUNCIL shall have the power to regulate and legislate EXECUTIVE COMMITTEES. The LEADERSHIP COUNCIL dictates Civil, Trade, Penal, Work, Mining and Social Security requirements for each EXECUTIVE COMMITTEE.

Art 11 - The LEADERSHIP COUNCIL shall have the power to set budgets for the EXECUTIVE COMMITTEES.

Art 12 - The LEADERSHIP COUNCIL shall have the power to set subsidies.

Art 13 - The LEADERSHIP COUNCIL shall approve treaties that exceed more than one EXECUTIVE COMMITTEE and affect Member Factions of the LEADERSHIP COUNCIL.


Third Section: SECRETARY GENERAL.=

Art 14 - The GALACTIC ALLIANCE will be led by a SECRETARY GENERAL who will be responsible for its general administration.

Art 15 - The SECRETARY GENERAL will be a member of any of the groups composing the LEADERSHIP COUNCIL.

Art 16 - The SECRETARY GENERAL will coordinate, prepare, convene and chair meetings with the leaders of EXECUTIVE COMMITTEES.

Art 17 - The SECRETARY GENERAL will have a tie breaking vote on the LEADERSHIP COUNCIL and will be responsible for calling the GENERAL ASSEMBLY as needed.


Fourth Section: EXECUTIVE COMMITTEES.=

Art 18 - EXECUTIVE COMMITTEE leaders will be members of any group in the LEADERSHIP COUNCIL. They cannot make resolutions by themselves, except with regard to strategic, economic and administrative affairs of their departments.

Art 19 - EXECUTIVE COMMITTEE leaders can attend the meetings of the LEADERSHIP COUNCIL and take part in discussions but they cannot vote.

Art 20 - After a new SECRETARY GENERAL is appointed, all EXECUTIVE COMMITTEE leaders must present a detailed report on the state of the ALLIANCE regarding the business of their EXECUTIVE COMMITTEES.


THIRD PART – RESPONSIBILITIES.

Art 21 - A Member Faction and its Affiliated Factions shall not act openly or secretly to endanger the ALLIANCE or its members.

Art 22 - An attack against one or more of the Member Factions shall be considered an attack against them all. If such an attack occurs, each Member Faction will assist by taking such action as is deemed necessary to restore and maintain the safety and security of the ALLIANCE.

Art 23 - Each Member Faction obliges itself to communication and exchange of information concerning their various aspects and levels of administration, especially economic, political, and military matters.


FOURTH PART – SUPREMACY AND AMENDMENTS.

Art 24 - Nothing in this Treaty should be construed so as to challenge the sovereignty, constitutions, and fundamental free will of the Member Factions.

Art 25 - This Treaty may be amended. Such amendments must be passed by a supermajority of at least two thirds of the LEADERSHIP COUNCIL and ratified by at least three quarters of the GENERAL ASSEMBLY. The addition or removal of Member Factions and Affiliated Factions to the ALLIANCE must occur by amendment.
