Act n° 10/Y24 D198

Preamble
This act serves to organize and provide a general structure for the Rebel Alliance Administration of the Civil Government, including, but not limited to the Academy, ARGH, Culture, Justice, and others.

Article One: General Provisions:

1.1. The Rebel Alliance recognizes the importance of public administration in ensuring the proper functioning of the government. Therefore, there shall be established civil departments responsible for specific areas of governance. These departments shall be accountable to the Supreme Commander and the Rebel Alliance Council.

1.2. The head of the Secretariat of Government may be delegated to an appointed Secretary (of Government) - SoG by the Supreme Commander (SC).

Article Two: Structure:

2.1. The head of each civil department shall be appointed by the Supreme Commander or Secretary of Government, additionally, the SoG or SC may request advice and/or consent of the Rebel Alliance Council. The head of each department shall be responsible for the management and operations of their respective department.

2.2. The Secretary of Government is directly responsible to manage and oversee the following departments: ARGH, Academy, Culture, Justice or other civil related departments part of the Secretariat of Government. Being able to delegate the attribution of each Department to a head administrator or equivalent. Additional departments may be created with the consent of the Supreme Commander and its Advisory Council as per Chapter 2, Clause 2.13. of the Charter.

2.3. The general structure of the Secretariat is:
2.3.1. Headed by the Secretary of Government; an Associate Secretary of Government may be appointed to assist with the duties and responsibilities defined in clause 5.4.;
2.3.2. Each department will have their own head administrator appointed by the Secretary of Government, unless otherwise expressly stated.

Article Three: Attributions and Responsibilities:

3.1. The attributions and responsibilities of the Secretary, and civil department heads shall include, but not be limited to, the following:
3.1.1. Managing and overseeing the department's day-to-day operations
3.1.2. Developing and implementing policies and programs within their respective areas of responsibility
3.1.3. Ensuring the efficient and effective use of departmental resources
3.1.4. Reporting regularly to the Supreme Commander and the Rebel Alliance Council on departmental activities and achievements.
