This bill shall list what datacards the New Republic and its Nationalized Factions own. It will state what entities can be sold to the public and those that can not. This bill shall also determine what transactions require an up or down vote from the Senate.

1. Senatorial approval will be required on the sale of the following entities:
1.1 Factions:
1.1.1 The sale of any nationalized factions
1.1.2 The sale of faction stocks which together amount to control of a given faction.

1.2 By sale, this involves any transaction, involving the giving away of the aforementioned assets, the trading of aforementioned assets, or the assigning of datacards corresponding to said assets.

2. The following is a list of all DCs owned by the New Republic and its Nationalized Factions.

2.1 Legend
2.1.1 Those entities in red must be owned by the New Republic. Cannot be sold or have DC rented without Senate approval.
2.1.2 Those entities in yellow must be owned by the New Republic or its Nationalized Factions. Cannot be sold or have DC rented without Senate approval.
2.1.3 Those entities in blue are available to the New Republic, its Nationalized Factions, or New Republic Citizens. Can be sold or have the DC rented to those listed with limits and requirements set by MoTI, those not listed need Senate approval.
2.1.4 Those entities in white are available to all. Can be sold or have DC rented.
2.1.5 Those entities listed under drugs are not to be sold.
2.1.6 Those entries listed under raw materials are not to be sold.

3. Restricted per this Act are:
3.1 The datacards corresponding to all entries defined by legend in 2.1 and listed in 2.2

3.2 The sale of territory including:
3.2.1 The sale of any New Republic buildings containing flats which directly result in the loss of a planet, system or sector.
3.2.2 The sale of any power generator which, if powered off, could result in a loss of a planet, system or sector.
3.2.3 The sale of any cities, which, if 650 flats were added to each one, would result in the loss of a planet, system or sector.

3.2.4 Any combination of the above which results in the loss of a planet, system, or sector

3.3 The sale of any entity which contains the above assets within it.

4. The Advisory Council are to present the final proposal to the Senate. The Senate is allowed a short debate time of 48 hours after the proposal is presented, after which voting must start to express approval or disapproval of the said transaction. The terms of the proposal may not be changed after being presented by the Advisory Council, however a new proposal may be presented after the conclusion of the Senate vote.

5. The vote will be an up or down vote on whether or not the transaction(s) should take place. If enough Senators have voted to ensure that the bill will definitely be passed the bill will pass and the transaction may occur. The Senate may not give approval to a proposal that is not made by the Advisory Council.

6. This law only affects transactions between the NR and its nationalized factions and foreign entities including factions, non-faction groups and individuals. It does not affect any transactions between the NR and its nationalized factions. It does, however, affect transactions between the NR or its nationalized factions and NR citizens.

7. Datacards owned by the Nationalized Factions are to be shared freely with Galactic Alliance members upon reasonable request.

8. Violation of this law shall incur the penalty for all those organizing the transaction will be a maximum Class IV offense in the case of a sale to a friendly or neutral faction and a maximum of Class II offense if the sale is to an enemy faction or criminal organization.
