Article One: General Provisions:

1.1. Rebel Alliance citizens may own, operate, and join privately owned factions and retain Rebel Alliance citizenship provided that all group regular members are full Rebel Alliance citizens.
1.2. Such factions shall clearly state that they are privately owned and Rebel Alliance-affiliated.
1.3. Such factions may sell goods and services to non-enemies of the Rebel Alliance at prices of their own determination. They must follow the Adversaries List.

Article Two: Application:

2.1. Potential Private Sector Affiliates must apply to the Rebel Alliance Intelligence (RAI) service to become a Rebel Alliance Affiliate provided they meet all the above requirements. RAI will ensure that the group is aware of the terms of being a Rebel Alliance Affiliate and the RAI will present the application to the RAC for approval.
2.2. The Director of RAI shall retain final membership approval for those seeking to join Rebel Alliance-affiliated factions.
2.3. Any citizen that leaves the Rebel Alliance, one of its nationalised companies or private sector affiliate in order to create a new company will lose their citizenship if a Private Sector Agreement is not applied for in the seven day period referenced in Article 4.1.1.4 (reference: Charter of the Alliance). They will retain their citizenship if they apply within the seven day period. In the case of events outside a citizen's control which cause citizenship to be lost in this manner, the individual can appeal to the Rebel Alliance Council who will decide whether the individual will lose citizenship. A simple majority is required on the vote.
2.4. A PSA may be removed upon the recommendation of the Director of RSA and/or Supreme Commander and approved by the RAC. If the PSA is terminated, any member of the PSA will lose their citizenship in seven (7) days if they don't join RA/NAT/PSA. Should the PSA member in question be a public or elected official within the Rebel Alliance, they will lose their citizenship in seven (7) days, but be removed from their position after three(3) days.
2.5. PSA Tier Levels
2.5.1. Tier 1 - Tier 1 PSA's have an opportunity for representation on the Rebel Alliance Council. Two (2) Tier 1 representatives on the RAC.
2.5.2. Tier 2 - Tier 2 PSA's do not have representation on the Rebel Alliance Council. To qualify for Tier 1 must be a RA PSA for at least 3 years and approved by the RAC. To apply for Tier 1 the Tier 2 PSA must supply a request to the RAC.

Article Three: Permissions and Licenses:

3.1. A Private Sector Affiliates can submit to the Rebel Mining & Recycling Department a request for mining permissions in a Rebel Alliance's System. If the permission is given, an agreement will be signed and posted on the PSA sub-forum in NRCC.
3.2. A Private Sector Affiliates can submit to the Rebel Development & Production Department a request for development permissions in a Rebel Alliance's System. If the permission is given, an agreement will be signed and posted on the PSA sub-forum in RACC.

Article Four: Mutual Cooperation, Private and Public Sector (Restricted Tech):

4.1. Private Sector Affiliates and Restricted Tech and SDG assignment/ownership. (Ratified on Y21 D286 / Sep 08, 2020)
4.1.1. The PSA has been an active PSA faction with the Rebel Alliance for a minimum of five years.
4.1.2. That during those 5 years, the PSA has been an active and positive member of the RA community.
4.1.3. That during those 5 years, the PSA has demonstrated support of the principles and mission of the RA.
4.1.4. The PSA has a need for the equipment/ships to help defend its territory.

Additional Provision: The Article Five must be updated whenever new PSAs are accepted; or PSAs are dissolved. Article Five does not require a proper amendment, but a RAC voting.
