Preamble
Open passports for citizens.

Policy Overview:
The purpose of an open passport policy is to open up the Rebel Alliance Territory with less restrictions allowing RA citizens to freely travel on open territory. This can be used for personal objectives or to expedite access for designated tasks.

Article One: Domestic Passport:

1.1 All Nationalized factions and Private Sector Affiliated factions will have automated access to non-restricted planetary territory controlled by the Rebel Alliance.

1.2. Citizens may request permission to enter restricted territory through the appropriate location with the following form:

1.3 An Authorized member will approve or reject the access request within 24 hours.
1.3.1 Authorized users to grant shield access are: Supreme Commander, Deputy Supreme Commander, Director of Intelligence, Chief of Military Operations and Deputy Director of Intelligence.
1.3.2 Authorized users may grant command over shield access to restricted planets for regular tasks on a restricted planet. The individual in command of shield access may grant internal access.

1.4 Violators of this policy will be held accountable in accordance to the Rebel Alliance Criminal Code.

Article Two: Foreign Passport:

2.1. External individuals who request access to a planet, restricted or not, must apply for access.
2.1.1. The following form must be filled out to request permission in the appropriate location:

2.2 An Authorized member will approve or reject the access request within 24 hours.
2.2.1 Authorized users to grant shield access are: Supreme Commander, Deputy Supreme Commander, Director of Intelligence, Chief of Military Operations and Deputy Director of Intelligence.

2.3 Violators of this policy will be held accountable in accordance with the Rebel Alliance Criminal Code and the Rebel Alliance Council.

Article Three: Restricted Territories:

3.1 All territory is deemed unrestricted unless otherwise registered as restricted.

3.2 Territory may be restricted by the Supreme Commander, Deputy Supreme Commander, Director of Intelligence, Chief of Military Operations, Deputy Director of Intelligence, Rebel Development & Production Department.
3.2.1 Final determination on if a location is Restricted or not is the Director of Intelligence.

3.3 Only appointments listed in section 3.2 may provide access to a Restricted location for either internal or external requests.

3.4. Only individuals in 3.2 may modify or change shield permissions whether internal or external.

3.5 To restrict planetary access please send the following application to an appointment from 3.2:

3.5.1 All requests will be reviewed within three days. The requester will be notified on the decision. Any planet that is restricted will immediately have all accesses removed, and will be documented with Rebel Alliance Intelligence on the reason for restriction.
