Act n° 13/Y24 D198

Article One: Proposal

1.1. Proposing Bills:
1.1.1. Any member of the Rebel Alliance Council or Rebel Leadership Board may propose a bill to be considered by the Rebel Alliance Council.
1.1.2. Bills must be submitted to the Rebel Alliance Council.
1.1.3. Bills may be submitted at any time and shall be scheduled for consideration by the Speaker of the Rebel Alliance Council in consultation with the Supreme Commander.
1.1.4. All bills shall be debated and voted on in the Rebel Alliance Council.

Article Two: Voting

2.1. Voting on Bills:
2.1.1. Bills shall be voted on by the Rebel Alliance Council within two weeks of being proposed, with a minimum waiting period of seventy-two hours (72) before closing the motion and counting the votes, unless otherwise specified by the Speaker of the Rebel Alliance Council.
2.1.1.1. If a member of the RAC or RLB makes a motion to do so, and the motion is seconded by a member of the RAC or RLB, the start of the vote may be postponed for up to an additional two weeks. This motion may only be made once per Bill proposal.
2.1.2. Bills shall require a simple majority vote of the members of the Rebel Alliance Council to pass. Once the passed bill has been published in the proper location, it becomes an Act.
2.1.3. The Supreme Commander shall have the power to veto any bill passed by the Rebel Alliance Council. The Rebel Alliance Council may override the veto with a two-thirds majority vote.

Article Three: Amendments

3.1. Amendments to Acts
3.1.1. Amendments to Acts may be proposed by any member of the Rebel Alliance Council.
3.1.2. Amendments shall be voted on separately from the main bill, and shall require a simple majority vote to pass.
3.1.3. The amended bill shall then be voted on as a whole.

Article Four: Citizens Participation:

4.1.1. Citizens may propose Bills and Charter Amendments to the Rebel Alliance Council.
4.1.2. If the number of signatures is equal to or more than 30% of votes than of total active citizens with voting rights in the Rebel Alliance Communications Center (rounded up to the nearest whole number) in the lasts three (3) months, the proposal is taken to the Rebel Alliance Council to vote on the bill proposed or a referendum following the procedures at 5.2.2 to 5.2.4.
