Article One: General Provisions:

1.1. This Act establishes guidelines for construction and mining in systems or on planets controlled by the Rebel Alliance (RA).
1.2. Builders are sentients that are authorized to build.
1.3. Miners are sentients that are authorized to mine.

Article Two: Mining:

2.1. Faction-owned mines shall be protected to prevent unauthorized transfer of ownership.
2.2. JUGANOTH Mining Corporation (JMC) is responsible for all mining activities in the RA or its subsidies. The owning or operating faction will pay for the construction and all other related costs.
2.3. Unless supplied by JMC, miners shall arrange for the hiring of dirt haulers and the production and transportation of mining droids.
2.4. Miners are responsible for starting their mine(s) and hauling and storing the extracted raw materials.
2.5. The senior leaders of the RA may reallocate raw material deposits or excess extracted raw materials at any time.

Article Three: Construction Plans:

3.1. Builders shall submit all construction plans to the Director of Rebel Development & Production Department (RDPD).
3.2. The RDPD may change or reject construction plans, but shall explain the decision to the builder, if applicable.
3.3. Builders shall coordinate their construction projects with any applicable Executive entities.
3.4. Builders shall plan, monitor, and balance relevant planetary statistics.

Article Four: Cities and Facilities:

4.1. The RA shall own all city slab, unless otherwise approved by the Director of RDPD through a RAC program.
4.2. The RA shall own power generators, defense facilities, High Rises, Skyscrapers, and any non income producing facilities, unless otherwise approved by the Director of the RDPD or necessary RAC member via the Restricted Facilities Section.
4.3. The RA shall own at least 90% of all flats on planets controlled by the RA.
4.4. Builders or Private Organizations may manage facilities on planets controlled by the RA, but must pay for the raw materials, the construction costs, and any applicable facility fees.

Article Five: Asteroid Planetary Development and Ownership:

5.1. Any planetoid found in an AF within RA space may belong to the person who discovers it, except:
5.1.1. Asteroid fields used by the military for training or other military related use;
5.1.2. Asteroid fields used for mining or any other use by the RA, RAM, and/or RA Nat or PSA;
5.1.3. Asteroid fields within 1 square of an RA-, NAT-, or PSA-controlled system;
5.1.4. Asteroid fields already claimed by a private RA citizen, in which case it belongs to the claimant; or
If discovered by a sentient who is not a citizen of the RA.
5.2. An exception may be granted by the RAC upon a majority vote of the RAC approving a request for the exception.
5.3. RA citizens may not claim planetoids in Asteroid fields located in allied sectors or neutral faction owned sectors, without the permission of the ally or neutral faction governing the sector.
5.4. Asteroid field planetoid found while on duty to be the property of the RA, NAT, or PSA.
5.5. RA citizens may not sell, gift, raffle, or in any way give ownership of any planet, planetoid, or asteroid in a RA sector to a non-RA citizen without approval of the RAC.
5.5.1. The RA has a buyout program for any planetoid asteroid field for anyone wishing to sell their planetoid claim.
5.6. RA laws apply to any planetoid asteroid field within RA owned sectors.
5.7. Construction on Individually owned asteroid planets within RA owned sectors are not required to follow the laws in relation to restricted facilities contained within the Construction and Mining Act with the exception of facilities deemed as Forbidden - Illegal.

Article Six: Space Stations

6.1. All faction owned space stations shall be protected to prevent unauthorized transfer of ownership.
6.2.1. Construction of space stations shall proceed as follows:
6.2.2. Builders must submit a written request to the Director of RDPD. Permission to build by the RDPD must be granted prior to construction.
6.2.3. Citizens personal space stations shall be at least 2 space units away from planets or hyperspace entry points.
6.3.1. The stations marked below shall be restricted in RA systems. Any station not marked may be personal owned. The station can be sold to another RA Citizen with the approval of the the Director of RDPD, otherwise it may only be sold to the RA.

6.3.2. Key:
(Forbidden - Rare) Cannot be sold without giving first refusal to the RA.
(Forbidden - Defense) Shall be owned by the RA.

Article Seven: Restricted Facilities:

7.1. The facilities marked below may pose a threat to the RA if left unrestricted, the RAC member that have power to give permission for citizens to own or sell restricted facilities on RA planets are listed below and are decided on a case by case basis.
7.2. The below listing does not apply to facilities owned by the RA or her Nationalized factions. It applies to all other construction as well as the disposal of Nationalized assets on planets controlled by the RA. It does not apply to planets which are being held by the RA on behalf of other individuals or organizations.

7.3. Key: (Forbidden - Military) Cannot be owned or sold unless expressed written permission is obtained in advance from the Chief of Military Operations.
(Forbidden - Critical to Security) Cannot be owned or sold unless expressed written permission is obtained in advance from the Director of RDPD.
(Forbidden - Industrial) Cannot be owned or sold unless expressed written permission is obtained in advance from the Director of RDPD.
(Forbidden - Mining) Cannot be owned or sold unless expressed written permission is obtained in advance from the Director of Rebel Mining & Recycling Department
(Forbidden - Illegal) Cannot be owned, sold or built within RA space. If owned they must be surrendered to the RA in order to be deconstructed.
(Forbidden - Rare) Cannot be sold without giving first refusal to the RA.
(# Flat(s)) 90% of all constructed flats must be nationalized before the remaining 10% can be owned or sold unless expressed written permission is obtained in advance from the Director of RDPD.
