1. Policy Overview

1.1. All non-restricted datacards owned by the New Republic and its nationalized companies will be made available to Galactic Alliance (GA) members free of charge, provided that the technology produced from those datacards, and the datacard uses themselves are for the use of the requesting group only. Individual members of GA-aligned groups or GA-aligned groups wishing to sell produced non-restricted technology can obtain non-restricted technology for personal use at a discounted rate.

1.2.1. For restricted technologies, assignments or ownership shall be governed according to a three tier system. The Senate shall approve the assignment of any group to a specific tier by vote, delegating the release of New Republic technologies allowed under that tier to the Advisory Council.
1.2.2. The three tiers detailed in sections 2, 3 and 4 of this policy are as follows:
1.2.2.1. Tier 1: Limited Technology Sharing
1.2.2.2. Tier 2: Mid-level Technology Sharing
1.2.2.3. Tier 3: High-level Technology Sharing

1.3. Allocation of any party to a specific tier does not constitute an obligation on behalf of the New Republic to provide that party with the technologies detailed within. Types and amounts of technology, as well as decisions on permanent assignment or ownership, will be determined by the Advisory Council after careful consideration of the other party's request.

1.4. Any datacard assignment, sale or transfer of ownership of entities of restricted technology produced outside of the allocated tier established as part of this policy must be approved separately by the New Republic Senate.

2. Tier 1: Limited Technology Sharing

2.1. Access to this tier must be approved by the New Republic Senate. The allied group may request a limited number of datacards per factory or shipyard, assigned to a limited number of factories and shipyards, dependent upon on the entity type. Exact limits shall be set by the Advisory Council.

2.2. A log of the ally's requests shall be stored in the New Republic Communications Centre (NRCC), and classified to the Advisory Council (AC) level. The Senate can request summaries of the granted technology at any time.

2.3. Allowable technology and ownership limits shall be as follows:
2.3.1. MC-80a - Permanent Assignment
2.3.2. MC-60 - Permanent Assignment
2.3.3. T-65 X-Wing - Permanent Assignment
2.3.4. Starsaber Mk II fighters - Ownership
2.3.5. SN-7 Battle Tank - Permanent Assignment
2.3.6. E-11B Trooper Rifle - Permanent Assignment

3. Tier 2: Mid Level Technology Sharing

3.1. Access to this tier must be approved by the New Republic Senate. The allied group may request a limited number of datacards per factory or shipyard, assigned to a limited number of factories and shipyards, dependent upon on the entity type. Exact limits shall be set by the Advisory Council.

3.2. A log of the ally's requests shall be stored in the New Republic Communications Centre (NRCC), and classified to the Advisory Council (AC) level. The Senate can request summaries of the granted technology at any time.

3.3.7. SoroSuub Planetary Fighter MkII - Ownership
3.3.8. SN-7 Battle Tank - Ownership
3.3.9. T-47 Airspeeder - Ownership
3.3.10. V-Wing Airspeeder - Permanent Assignment
3.3.11. X-45 Sniper Rifle - Permanent Assignment
3.3.12. E-11B Trooper Rifle - Ownership
3.3.13. G-40 - Permanent Assignment
3.3.14. Merr-Sonn Mark II - Permanent Assignment
3.3.15. Stouker Concussion Rifle - Permanent Assignment
3.3.16. Minimag PTL Missile Launcher - Permanent Assignment
3.3.17. All Explosives - Permanent Assignment
3.3.18. Camouflage Scout Armor and helmet - Permanent Assignment
3.3.19. Rebel Camouflage Gear, Helmet and Toolbelt - Permanent Assignment
3.3.20. Rebel Snow Armor and Helmet - Permanent Assignment

4. Tier 3: High Level Technology Sharing

4.1. Access to this tier must be approved by the New Republic Senate. The allied group may request a limited number of datacards per factory or shipyard, assigned to a limited number of factories and shipyards, dependent upon on the entity type. Exact limits shall be set by the Advisory Council.

4.2. A log of the ally's requests shall be stored in the New Republic Communications Centre (NRCC), and classified to the Advisory Council (AC) level. The Senate can request summaries of the granted technology at any time.

4.3. Allowable technology and ownership limits shall be as follows:
4.3.1. The ally shall be allowed to produce and own all variants of New Republic technology upon reasonable request.

5. Production and Oversight Regulations

5.1. All restricted technology produced for permanent assignment under this policy shall remain in the ownership of the New Republic, is to remain in the possession of the ally, and is to be used solely by the allied group.
5.1.1. The preferred method for construction of permanently assigned restricted technology under this policy is to have the entities constructed from within the appropriate New Republic nationalized company. The ally shall be responsible for the arrangement of the shipyard or factory, raw materials and workers, and assigning them as needed to the appropriate nationalized company. The leader of the nationalized company will provide the ally with the cost of the production which the ally shall refund to the nationalized company. Upon receiving the reimbursement for production costs, the leader of the nationalized company shall make the entities over to the New Republic and inform the Minister of Trade & Industry or the Minister of State. These entities will then be assigned to the ally for their use.
5.1.2. A party can petition for ownership of technology to which they are permanently assigned or to allow the use of this technology by other groups, GA-allies and nationalized companies included. Such a request requires Senate approval, in accordance with section 1.2.

5.2. All restricted technology produced for ownership under this policy shall be owned by the other party. The preferred method for these datacard requests is via the Embassy section of the NRCC, although messages to the Minister of Trade & Industry or the Minister of State copied into the Embassy will suffice. The entities can be built either from within a New Republic nationalized company, or from within a nationalized faction of the ally. The ally shall make it known prior to, or at the time of the datacard request, which company shall produce the entities.

5.3. The New Republic Minister of Trade & Industry is responsible for verifying that all entities built with the assigned datacards obtained via this policy remain in the possession of the ally and will maintain an accurate inventory of all New Republic restricted technologies owned by allies in accordance with the appropriate tiers of technology sharing.
5.3.1. In order to maintain this inventory the Minister may request the following information or inventory access, the specifics of which will be negotiated with the other party.
5.3.2. The Minister of Trade & Industry will briefly join the allied group upon Senate approval for allocation to a tier and gather an inventory of all New Republic restricted technology currently in possession by the ally and their nationalized companies.
5.3.3. The Minister of Trade & Industry will update this inventory regularly with information provided by members of the ally, by requesting and being assigned as commander or pilot of the entities or by regularly joining the ally and being provided with sufficient privileges to view inventories and makeover events as needed.
5.3.4. The Minister may delegate this task to another New Republic member at their discretion and with the approval of the other party.
5.3.5. Information or inventory access must be provided prior to requesting additional datacard usage. Once the inventory is upgraded, additional datacard requests may be approved.

5.4. The entities produced under this policy are intended solely for the use of the ally, or its nationalized companies, to which the datacard is provided. These datacards or entities should not be transferred or provided for use to any other group including other allied groups without requesting the permission of the New Republic. The New Republic reserves the right to deny the request or to provide alternative means of distributing the technology.

5.5. The allied party may make a request for restricted technology datacards following the guidelines in the tiers above. The preferred method for communication for these requests and other information concerning New Republic restricted technologies is through the Embassy section of the NRCC, although messages to the Minister of State, Minister of Trade & Industry or Republic Diplomacy Command will suffice.

5.6. The New Republic reserves the right to revoke any datacards or un-assign entities produced under this policy if these steps are not followed or if the entities are distributed for use outside the terms of this policy.
