1. Policy Overview

1.1. Any technologies owned by the Rebel Alliance and the assignments or ownership of such technology to allied groups shall be governed according to a five tier system. The Rebel Alliance Council (RAC) shall approve the assignment of any group to a specific tier by vote and handle the release of Rebel Alliance technologies allowed under that tier.

1.2. The five tiers detailed in sections 2, 3, 4, 5, 6 and 8 of this policy are as follows:
1.2.1. Tier 0: Publicly traded Technology Sharing
1.2.2. Tier 1: Limited Technology Sharing
1.2.3. Tier 2: Low-level Technology Sharing
1.2.4. Tier 3: Mid-level Technology Sharing
1.2.5. Tier 4: High-level Technology Sharing
1.2.6. Preparedness Technology Sharing

1.3. Allocation of any party to a specific tier does not constitute an obligation on behalf of the Rebel Alliance to provide that party with the technologies detailed within. Types and amounts of technology, as well as decisions on permanent assignment or ownership, participation towards engaging the enemy, will be determined by the RAC after careful consideration of the other party's request.

1.4. Any datacard assignment, sale or transfer of ownership of entities of restricted technology produced outside of the allocated tier established as part of this policy must be approved separately by the RAC.
2. Tier 0: Publicly traded Technology sharing
2.1. The approved allied group may request a limited number of datacards per factory or shipyard.

2.1. The approved allied group may request a limited number of datacards per factory or shipyard.

2.2. All non-restricted datacards owned by the Rebel Alliance and its nationalized companies will be made available to an allied group provided that the technology produced from those datacards, and the datacard uses themselves are for the use of the requesting group only.
2.2.1 If a datacard was previously non-restricted when obtained, a request can be put in with the Rebel Development & Production Department to continue to permit production if said datacard is not in red or yellow in the Restricted Sales Act

3. Tier 1: Limited Technology Sharing

3.1. The approved allied group may request a limited number of datacards per factory or shipyard, assigned to a limited number of factories and shipyards, dependent upon on the entity type. Exact limits shall be set by the RAC.

3.2. A log of the ally's requests shall be stored in the Rebel Alliance Communications Centre (RACC), and classified to the RAC level.

3.3. Allowable technology and ownership limits shall be as follows:
3.3.1. Any non-restricted technology as defined by the Restricted Sales Act - Ownership
3.3.2. MC-80a - Permanent Assignment
3.3.3. MC-60 - Permanent Assignment
3.3.4. T-65 X-Wing - Permanent Assignment
3.3.5. BTL-S3 Y-wing Starfighter - Permanent Assignment
3.3.6. TX-130 Saber-class Tank - Permanent Assignment
3.3.7. E-11B Trooper Rifle - Permanent Assignment
3.3.8. Rebel Camouflage Gear (armour, helmet, and belt) - Permanent Assignment
3.3.9. Rebel Snow Armour and Helmet - Permanent Assignment

4. Tier 2: Low Level Technology Sharing

4.1. The approved allied group may request a limited number of datacards per factory or shipyard, assigned to a limited number of factories and shipyards, dependent upon on the entity type. Exact limits shall be set by the RAC.

4.2. A log of the ally's requests shall be stored in the New Republic Communications Centre (NRCC), and classified to the Deputy Ambassador, authorized Republic Diplomacy Command (RDC) Members and Advisory Council (AC) level. The Senate can request summaries of the granted technology at any time.

4.2. A log of the ally's requests shall be stored in the Rebel Alliance Communications Centre (RACC), and classified to the RAC level.
4.3. Allowable technology and ownership limits shall be as follows including those mentioned under 2.3:

5.2. A log of the ally's requests shall be stored in the Rebel Alliance Communications Centre (RACC), and classified to the RAC level.

6. Tier 4: High Level Technology Sharing

7. Production and Oversight Regulations

7.1. All restricted technology produced for permanent assignment under this policy shall remain in the ownership of the Rebel Alliance, is to remain in the possession of the ally, and is to be used solely by the allied group.
7.1.1. The preferred method for construction of permanently assigned restricted technology under this policy is to have the entities constructed from within the appropriate Rebel Alliance nationalized company. The ally shall be responsible for the arrangement of the shipyard or factory, raw materials and workers, and assigning them as needed to the appropriate nationalized company. The leader of the nationalized company will provide the ally with the cost of the production which the ally shall refund to the nationalized company. Upon receiving the reimbursement for production costs, the leader of the nationalized company shall make the entities over to the Rebel Alliance and inform the Development and Production Department. These entities will then be assigned to the ally for their use.
7.1.2. A party can petition for ownership of technology to which they are permanently assigned or to allow the use of this technology by other groups, allies and nationalized companies included. Such a request requires Rebel Alliance Council approval, in accordance with section 1.4. 7.1.3. All entities that are made over to or built by a faction are required to inform the Rebel Alliance of entities (Ships and Vehicles Only) of the entities ID Number.

7.2. All restricted technology produced for ownership under this policy shall be owned by the other party. The preferred method for these datacard requests is via the Embassy section of the RACC or the RA Embassy on Discord. The entities can be built either from within a Rebel Alliance nationalized company, or from within a nationalized faction of the ally. The ally shall make it known prior to, or at the time of the datacard request, which company shall produce the entities.

7.3. The Rebel Alliance Development and Production Department along with the Director of Rebel Security Force is responsible for verifying that all entities built with the assigned datacards obtained via this policy remain in the possession of the ally and will maintain an accurate inventory of all Rebel Alliance restricted technologies owned by allies in accordance with the appropriate tiers of technology sharing.
7.3.1. In order to maintain this inventory the Directors may request the following information or inventory access, the specifics of which will be negotiated with the other party.
7.3.2. The Development and Production Department will briefly join the allied group upon Rebel Alliance Council approval for allocation to a tier and gather an inventory of all Rebel Alliance restricted technology currently in possession by the ally and their nationalized companies. The Development and Production Department may also request that all Rebel Alliance restricted technology be assigned to them as either commander or pilot to confirm correct ownership numbers.
7.3.2.1 The Rebel Security Force will request that all Rebel Alliance restricted technology currently in the possession by the ally and their nationalised companies be assigned as either commander or pilot to confirm correct ownership's numbers.
7.3.3. The Development and Production Department will update this inventory regularly with information provided by members of the ally, by requesting and being assigned as commander or pilot of the entities or by regularly joining the ally and being provided with sufficient privileges to view inventories and makeover events as needed.
7.3.4. An Rebel Alliance delegate may be appointed to this task with the approval of the other party.
7.3.5. The Rebel Alliance reserves the right to request inventory access of the applicant be provided to the designated Rebel Alliance contact upon the request for additional technology.

7.4. The entities produced under this policy are intended solely for the use of the ally, or its nationalized companies, to which the datacard is provided. These datacards or entities are not be transferred or provided for use to any other group including other allied groups without requesting the permission of the Rebel Alliance. The Rebel Alliance reserves the right to deny the request or to provide alternative means of distributing the technology.
7.4.1. The allied party on a temporary basis may make over Rebel Alliance restricted tech per terms below during an emergency/endangerment to the allied Citizens. Notification of the event to be supplied to the Rebel Alliance.
7.4.1.1 Any RT is to be made back over to the allied party as soon as the immediate threat to the ally or Citizen(s) is reduced.
7.4.1.2 Approved emergency tech and amount: A-Wing (1 per Citizen), B-Wing (1 per Citizen), X-Wing (1 per Citizen), Y-Wing (1 per Citizen), TX-130 Saber-class Tank (1 per Citizen), T-47 Airspeeder (1 per Citizen), V-Wing Airspeeder (1 per Citizen). Only one asset per individual is allowed. Not an accumulation of the tech approved.

7.5. The allied party may make a request for restricted technology datacards following the guidelines in the tiers above. The preferred method for communication for these requests and other information concerning Rebel Alliance restricted technologies is through the Embassy section of the RACC or the RA Embassy on Discord.
7.6. The Rebel Alliance reserves the right to revoke any assigned datacards or entities produced. The reasons could include the steps outlined in this policy not being followed, entities being distributed for use outside the terms of this policy, a breach is found to have occurred, or an unanimous decision by the Rebel Alliance Council. Any of these reasons could require the involved party to start the steps outlined in the Tier Policy again.

8. Preparedness Technology Sharing

8.1. The Preparedness Technology Sharing’s purpose is to allow for short term / quick action ability to obtain limited amounts of Rebel Alliance Restricted Technology.
8.2. This level may be requested by the ally or other groups aiding in the battle against the enemy or by request of RA leadership.
8.3. The approved request may have the partial or full requested number of datacards per factory or shipyard, assigned to a limited number of factories and shipyards, dependent upon on the entity type. Exact limits shall be set by the RAC.
8.4. A log of the ally's requests shall be stored in the Rebel Alliance Communications Centre (RACC), and classified to the RAC level.
8.5. Allowable technology and ownership limits shall be as follows including those mentioned under 2.3:
8.5.1. Any non-restricted technology as defined by the Restricted Sales Act - Ownership
8.5.2. MC-80b – Permanent Assignment / Ownership (Based on assessment)
8.5.3. MC-80a - Permanent Assignment / Ownership (Based on assessment)
