We, the members of the Rebel Alliance, do send forth this Declaration to all sentient beings in the Galaxy, to make clear to all the Purposes and Goals of this Rebellion.

We believe that the tyrannical groups and the Galactic Empire along with the Imperial Union have willfully and malignantly usurped the rights of the free beings of the Galaxy and therefore, it is our unalienable right to abolish it from the Galaxy.

We do not take this course lightly. Governments long established should not be changed for light and transient causes, but when a Government displays a history of usurpation, abuse and moral atrocity, displaying a clear design to subjugate totally and absolutely beings born free under its xenophobic nature, it is our right—our duty—to depose that Government.

We, the Rebel Alliance, do therefore in the name—and by the authority—of the free beings of the Galaxy, solemnly publish and declare our intentions:
To fight and oppose the Empire and tyrannical forces, by any and all means at our disposal;
To refuse any tyrannical and Imperial law contrary to the rights of free beings;
To bring about the destruction of the tyrannical groups and the Galactic Empire and its Imperial Union;
To make forever free all beings in the galaxy.
To these ends, we pledge our property, our honor and our lives.


Charter of the Alliance

Article I - Rebel Government

1.1 The Rebel Alliance Supreme Commander and the Rebel Alliance Council are responsible in elaborating regulations, laws, policies, and procedures.

1.2 The Rebel Alliance Government exercises supervision in those matters in which it is responsible for its legislation. Departments under the Leader and the Leadership Board are obliged, at the request of the Rebel Government, to solve problems that may cause conflicts with the present Charter and legislation. In case of conflicting opinions both the Rebel Government as well as the Departments (or citizen) may request the decision to be voted by the Leadership Board.

Article 2 - Alliance Council

2.1. The Alliance Council voting members:
2.1.1. Appointed by RAC: Supreme Commander, Deputy Supreme Commander; Chief of Military Operations; Director of the Rebel Security Force; Director Development and Production; Director of Mining and Recycling;
two (2) Nationalized Corporation CEOs; and two (2) Private Sector Corporations Tier I Leaders.
2.1.2. Elected by Citizen popular vote: two (2) Secretaries elected in the Citizens Board.

2.2. The Alliance Council non-voting members:. Deputy Director of the Rebel Security Force; Military Chiefs; Nationalized Corporation CEOs; and Tier I Private Sector Corporation Leaders not appointed or elected to represent their class.

2.3. The Alliance Council will supply the group information and advice in order to conduct decision-making for the Rebel Alliance as well as respective departments, alliances, and galactic matters.

2.4. All members of the Voting Leadership board, regardless of whether being elected or appointed, are equal in rank and position in discussions and decision making processes and are awarded all customs, privileges and benefits that come with the position of the leadership board.

2.5 Rebel Alliance Council Structure
2.5.1 Supreme Commander – Appointed leader of the Rebel Alliance
2.5.2 Deputy Supreme Commander – Appointed 2IC of the Rebel Alliance. Appointed from Department Leader, NAT Leader, PSA Leader or the respected 2IC
2.5.3 Rebel Security Force (RSF) – The department over security, intelligence, and special operations
2.5.4 Rebel Alliance Military (RAM) – The command overseeing specialized defensive and offensive military measures of the Rebel Alliance
2.5.5. Rebel Development & Production Department (RD&PD) – Responsible for territory development and production efforts
2.5.6. Rebel Mining & Recycling Department (RM&RD) – Responsible for mining and recycling efforts
2.5.7. Rebel Citizen Cabinet (RCC) – Two Secretaries voted into position once a year. The RCC assist with community duties to include cultural, justice, and academy
2.5.8. Nationalised Corporations (NATs) - Highly specialized independent corporations they are under full control of the Rebel Alliance and provide support to the RA.
2.5.9. Private Sector Affiliates (PSAs) - Highly specialized enterprises affiliated to but not owned by Rebel Alliance. While operating as independent corporations, they enjoy assistance from the Rebel Alliance and support the RA in times of need.

Article III: Citizenship and Rights of the Individual

3.1. Rebel Alliance Citizenship is granted, after approval by the Rebel Security Force (RSF), by being a member of the Rebel Alliance, one of its nationalised companies or private sector affiliate, whether a member has active duties within one of these groups or not.
3.1.2. Any citizen that leaves the Rebel Alliance, its nationalised companies or private sector affiliate for another company or group loses their citizenship.
3.1.2.1. Except in the following cases:
3.1.2.2. Any citizen that receives orders to leave the Rebel Alliance to aid a member of an allied group is still considered a citizen provided they return upon completion of said orders.
3.1.2.3. Any citizen that is found to be Force Sensitive and decides to leave and train with an allied group is still considered a citizen. After Knighthood or the equivalent is obtained, if the individual has not returned to the Rebel Alliance, one of its nationalised companies or private sector affiliate; then that individual is no longer considered a citizen. If the individual returns to the Rebel Alliance, one of its nationalised companies or private sector affiliate, then regular citizenship rules apply to the individual.
3.1.2.4. If a citizen should leave the Rebel Alliance, one of its nationalised companies or private sector affiliate but returns in less than 7 days, their citizenship may not be lost. Those seven days will be treated as a leave of absence and Rebel Security Force will need to review the situation to determine if the individual left for an enemy group. During this time they will have restricted citizenship. In the case of events outside a citizen's control which cause citizenship to be lost in this manner, the individual can appeal to the Rebel Alliance Council who will decide whether the individual will lose citizenship. A simple majority is required on the vote.
3.1.2.5. Any citizen that receives permission to leave under the Military Extended Leave of Absence is still considered a citizen.

3.2. Rebel Alliance Citizens are guaranteed the following rights:
3.2.1. The right to vote in all elections after three consecutive months of citizenship up to the relevant election.
3.2.1.1. Any citizen convicted of an offense will not be able to vote in an election during any jail sentence he or she serves.
3.2.2. The right to campaign for an elected office after 12 consecutive months of citizenship up to the relevant election.
3.2.2.1. Any citizen convicted of any Class Three offense will not be able to run for an elected office during their jail sentence and for a period of twelve months after his or her jail sentence ends.
3.2.2.2. Any citizen convicted of any Class Two offense will not be able to run for an elected office during their jail sentence and for a period of twenty-four months after his or her jail sentence ends.
3.2.2.3. Any citizen convicted of any Class One offense will not be able to run for an elected office.
3.2.2.4. If a citizen is convicted of multiple crimes of any Class, lower than Class One, all time periods are cumulative.
3.2.3. The Rebel Alliance shall not pass any law preventing the free exercise of a religion nor shall any law be passed that limits the freedom of speech, the press, or the right of the people to peaceably assemble.
3.2.4. The Rebel Alliance shall not subject the people to unreasonable searches and seizures of their persons or belongings. No warrants shall be issued without probable cause or reason.
3.2.5. No person shall be deprived of life, liberty or property without due process of law.
3.2.6. The Rebel Alliance will take no private property for public use without permission or fair compensation.
3.2.7. The Rebel Alliance shall not impose excessive fines, nor inflict cruel and unusual punishment.
3.2.8. The list of rights in the Act shall not be interpreted to deny other rights held by the people.

3.3. In certain circumstances restricted citizenship is granted. Restricted citizenship is defined as not having the right to vote or run for office. Restricted citizenship does not count towards any time requirement to vote or run for an elected office. Any time spent as a full citizen prior to becoming a restricted citizen is retained and does count towards running and voting requirements upon resumption of full citizenship. If an individual has been on 12 months or more of restricted citizenship, they must meet the requirements to vote and run for an elected office, including previous time served, and wait at least 3 months before they can vote or run for an elected office; whichever time period is longer.


Article IV: Votes of No Confidence

4.1. Any Rebel Alliance Council member may call for a vote of no-confidence in any other RAC member at any time. If this happens then the Rebel Alliance Council will vote with the exception of the RAC member the VoNC pertains to. If at least 66% of the RAC votes in favor of the no-confidence then the council member will step down. The 2IC member of the VoNC member will assume temporary leadership of the respective area. If no 2IC member has been appointed then the RAC will appoint a 2IC to assume the temporary leadership duties. The RAC will appoint by vote the new leader to replace VoNC’ed member.

Article V: Emergency Elections and Measures

5.1. In the event of a Rebel Alliance Council member resigning or dying in while serving the respected 2IC will temporarily assume the role. A replacement will be immediately sought.
